His peers ranked him among the five best immigration lawyers of Texas in a survey conducted and published by The Texas Lawyer. He has been listed in ‘The Best Lawyers in America’ consecutively since 2000 and ‘Texas Monthly’s Super Lawyers’ since 2003.
Mr. Shivers represents clients in deportation and removal proceedings in Immigration Court. He also represents individuals applying for immigrant visas at U.S. Consulates and permanent resident status with the U.S. Citizenship & Immigration Services. He has been recognized and qualified as an expert on immigration law in Texas state district courts and has rendered expert testimony on immigration law.
Mr. Shivers has served as Chairman of the Texas, Oklahoma & New Mexico Chapter of the American Immigration Lawyers Association. In 2002 he received an award from the American Immigration Law Foundation in recognition of his contribution to the field.
Mr. Shivers has been licensed in Texas since 1971. He graduated from Texas A&M University. He served in the Peace Corps in Peru from 1964 until 1966. He graduated from St. Mary’s University Law School in 1972. He is fluent in Spanish.

Ms. Shivers has successfully represented a diverse range of employers seeking to obtain temporary visas and permanent residence for foreign national employees. She also represents individuals seeking visas based on investments, international trade, immigrant visa classifications based on family relationships or specialized employment, naturalization, and citizenship. She represents employers responding to I9 audit requests and completes I9 renews for employers not yet facing audits. She counsels young immigrants about legislation and agency programs that may affect their status.
Ms. Shivers has served as Chair of the Texas, Oklahoma, New Mexico chapter of the American Immigration Law Association (AILA), as a member of the National AILA Board of Governors, and on AILA national committees dealing with Labor Department Liaison, border issues and its annual conferences.
Licensed in Texas since 1977, Ms. Shivers has practiced immigration law in San Antonio since 1982. She graduated from the University of Houston Law School, where she served as Editor in Chief of the Houston Law Review. She graduated from the University of Kansas with a B.A. in English.
As a member of Rotary, she advises clients so that she can always answer affirmatively its Four-Way Test question: Is it the truth?
